Prof. Jack Dongarra

As Director of both ICL and CITR, Jack oversees all aspects of administration in both groups. In addition, he coordinates efforts in the three primary research domains of ICL: Linear Algebra; Performance Evaluation and Benchmarking; and Distributed Computing.

He currently holds an appointment as University Distinguished Professor of Computer Science in the Electrical Engineering and Computer Science Department at the University of Tennessee and holds the title of Distinguished Research Staff in the Computer Science and Mathematics Division at Oak Ridge National Laboratory (ORNL), Turing Fellow at Manchester University, and an Adjunct Professor in the Computer Science Department at Rice University.

Jack received a Ph.D. in Applied Mathematics from the University of New Mexico in 1980. He founded ICL in 1989 and formed CITR in 2001. Additional information can be found at

Dr. Deborah Penchoff
Associate Director

Deborah is responsible for CITR and ICL project development, especially focusing on the creative process of proposal development, from the identification of new ideas and opportunities, through the coordination and execution of the collaborative writing process. In this capacity, she serves as ICL and CITR's representative at many conferences and workshops and coordinates our annual participation in the Supercomputing conference (SCxy).

Deborah received a Ph.D. in Physical Chemistry from the University of Tennessee in 2014 with a minor in Computational Science through the IGMCS program.

Joan Snoderly
Assistant Director

Joan oversees the administrative office staff and manages the day-to-day operations of both CITR and ICL. In addition to her business management function, she assists with the pre- and post-award management of all grants and contracts. She also serves as the primary business liaison between ICL, CITR, and other university departments and administrative offices. She coordinates CITR/ICL budgets and HR functions, and serves as event manager for several annual local, national, and international workshops and conferences.

Joan received a BA in Statistics from the University of Tennessee, Knoxville. She has been with CITR and ICL since 2019 and has been with the University since 1984.

Teresa Finchum
Administrative Specialist II

Teresa coordinates the human resource and payroll functions of the group, including proper authorization and visas for foreign staff, prospective employees and visitors. She coordinates visits for new employees and develops their orientation material. Teresa also serves as the assistant to the ICL and CITR Director. In this capacity, she coordinates his travel arrangements as well as various other administrative duties relating to the Director's position as a University Distinguished Professor. Teresa has been with ICL and CITR since 2001.

Leighanne Sisk
Administrative Specialist I

Leighanne is the main point of contact for the group in the day-to-day work environment. She handles requests for various items, including maintenance, books and supplies, and university car rentals. Leighanne also arranges meetings and workshops and assists visitors to CITR and ICL with their arrangements. Her primary role, however, is to process travel authorizations and reimbursement for both groups. Leighanne has been with ICL and CITR since August 2006.

Tracy Lee
Financial Specialist I

Tracy's primary responsibilities revolve around budget issues. These include proposal budget preparation, management of grant and contract funds for our group, and financial reporting to our funding agencies. In addition, Tracy works to make sure both ICL and CITR operate within the university fiscal policies and procedures, and serves as a business liaison between ICL, CITR, and other university departments.

Tracy received a BA in English from the University of Tennessee in 1995. She has been with ICL since 1995 and joined CITR in 2001.

David Rogers
IT Specialist III

David is repsonsible for ICL and CITR's graphic design efforts, which the groups require in nearly every phase of their operations, from proposals, papers, newsletters and conference materials, to web sites and other electronic media essential to the groups success. David also handles all designs elements for the ICL Annual Report.

David received a B.F.A. in Graphic Design from the University of Tennessee in 2000. He has been with ICL since 2000 and CITR since 2001.

Sam Crawford
Technical Services Lead

Sam supervises the Technical Services Group. As ICL's senior editor, Sam is also responsible for the technical editing of ICL's many publications, proposals, and sponsor reports and supervising a junior editor. Sam also coordinates and edits the ICL annual report and handles administrative oversight and recruitment for the Interdisciplinary Graduate Minor in Computational Science (IGMCS).

Sam earned a B.A. in English, with concentrations in Rhetoric and Technical Communication, from the University of Tennessee in 2010. Sam originally joined ICL and CITR in 2011 but left in 2016 to join Oak Ridge National Laboratory's Publications group as a technical editor and writer. Sam returned to ICL and CITR in 2017.
